Fall 2006 Declaration Information

To All Clubs,

I hope everyone is enjoying their summer. The fall soccer season is quickly approaching.

All Under 13 and Under 14 age group teams interested in competing for the
2007 State Cup Championships must declare by September 1, 2006. The Entry Form and instructions are available on the Mass Youth soccer website (www.mayouthsoccer.org - click on tournaments - State Cup). This year your entry form must be submitted electronically. Your fee can be paid by either charge card or check. Please note: if you are paying the application fee by check your application is not considered complete until the fee has been received.

Both the application and fee ($460.00 per team) must be received by midnight September 1st.

The 2007 Challenge Rules and the Seeding Procedure are also posted on the State Cup website. The Cup Rules should be read prior to submitting your application.

I have attached the "Team Eligibility Requirements for State Cup 2007" and "Important Dates for State Cup" -these should also be read prior to submitting your State Cup application.

Spring 2007 Declaration

 

STATE CUP - 2007 APPLICATIONS FOR U15 – U19
DUE DECEMBER 15, 2006

Every team who has 50% of its players as Massachusetts residents is eligible to enter, provided they meet certain eligibility requirements as set forth in the ‘National' rules (listed on the Mass Youth website). Teams interested in entering had to declare their intent by September 1st in the Under 13 and Under 14 age groups, and must declare by December 15th in the other age groups. An entry form is required each year and teams must submit the required entry fee with their application. This form along with the Challenge Rules and Seeding procedure is available on the Mass Youth website (www.mayouthsoccer.org – click on tournaments – click on State Cup).  All registration is now done on-line, payable by either check or credit card.  Please note: each team's application  must be submitted individually.  It is important that the requested information be entered accurately.

Once all teams have declared, all teams are “seeded” based upon previously established criteria.  Based upon the number of declared entries in an age/gender group, single elimination games (Challenge Rounds through Round 3) are held.  The U13 and U14 age groups have already completed their Round 2 games this Fall and will play Round 3 in the Spring.  The U15 –U19 age groups will play their Challenge games in the April and May time frame. The objective is to reduce the field to a group of eight teams for the round robin competition in the U13 - U19 age groups.

According to US Youth Soccer National Championship policies, roster size is limited to a maximum of 18 players for all U13 – U16 teams (this includes league rosters).  For the U17- U19 teams, the Cup team roster may have up to 22 players on it but the Cup game roster is limited to a maximum of 18 players (taken from the 22 player approved Cup team roster). 

Roster Freeze Information:
Roster freeze date is the date of your first Cup game or May 29, 2007 whichever occurs first
 
Note:  If a team is playing in the Region 1 Spring Director's League, the roster freeze date is the date

the team plays its' first match in the Director's League, or first State Cup match, or May 29, 2007,

whichever occurs first.

Important dates for State Cup 2007

December 15, 2006     Applications and fees are due for U15 - U19
January 15, 2007          Seeding for U15-U19 published (on or before)
April - May 15, 2007   All Challenge Round games must be completed
June 2 & 3, 2007          Round Robin for U1 3's-U19's
June 16 & 17, 2007      Semi Finals and Finals

June 28 - July 3, 2007  Region 1 Championships (U13-U19) - Portland, Maine
July 24-39, 2007          US Youth Soccer National Championships (U14-U19) – Frisco, Texas

TEAM ELIGIBILITY REGUIREMENTS FOR STATE CUP 2007

 

 

  1. All players must be age appropriate.
  2. All players must be properly registered with Mass Youth Soccer.
  3. All players requiring international clearance or waiver must be cleared prior to the names being placed on the State Cup roster.
  4. All players must have a valid pass card in order to play.
  5. Maximum of 5 transferred players on a State Cup roster.
  6. All out of state players must have permission to play in Massachusetts from their home state prior to being placed on the State Cup roster.
  7. The team must be entered in the competition of the State Association in which at least 50% of its’ players are registered.
  8. The team must demonstrate continuity of rosters between league and State Cup by maintaining a minimum of 9 players common to both competitions.
  9. The team must compete in a state approved qualifying league.  For complete requirements, refer to Section 305-1 of the Mass Youth Soccer Constitution and Bylaws (copy is located on the state’s website under State Cup Tournament.
  10. Any team which forfeits three (3) league matches in the league the team is using for Cup qualification purposes shall be declared ineligible for Cup play and shall pay a $1000 fine.  The team shall also be the last seeded team in the following year’s age group.  In addition, any team having been eliminated from Cup play, and forfeits three (3) matches in the league play shall pay a $500 fine and shall be the last seeded team in the following year’s age group.  The fine must be paid before any other team from that club can play another Cup game.
  11. Cup roster must not contain any player who previously has been on a “frozen” 2007 State Cup roster anywhere within the United States
  12. All coaches/managers (maximum of 4) must be registered with Mass Youth Soccer and have a valid pass card.
