Rules

 

Each 11v11 and 8v8 team will be able to play all players who are on a roster signed/validated by the MASC registrar with valid passcards.  Each team must have pass cards and two rosters validated by the MASC registrar to be presented to the referee(s) prior to the start of each game.  No non-roster players will be allowed to play.  Rosters will not be frozen until the roster freeze date to be established in consultation with MYSA, MAPLE and others.

Each coach must present a current US Youth Soccer/MYSA coach’s card.  In the event that a team does not have an adult with a valid coach’s card, the game will be declared a forfeit.

In the event that pass cards are unavailable at game time, a roster signed by the coach and validated by MASC registrar will be accepted by the referee.  The referee will be expected to submit a game report noting those players for whom no cards were presented.   The referee will allow all rostered players to play, irrespective of the availability of a pass cards.

The games for HS Divisions will consist of two 45-minute halves, with a 5-minute minimum half time.  The games for U13/U14 will consist of two 35-minute halves, with a 5-minute minimum half time.  The games for U10 through U12 will consist of two 30 minute halves, with a 5-minute minimum half time.

Home Team: Since many teams are scheduled on fields that are not their “home” fields, the designation of home and away have no reference to the teams/club/organizations actually providing the fields.  The home team is responsible to provide suitable game balls and have alternate shirts or “pinnies” of non-conflicting colors.

For HS and U13/U14 a minimum of two size 5, properly inflated, FIFA approved balls shall be provided by the home team.  For U10 through U12, a minimum of two size 4, properly inflated, FIFA approved balls shall be provided by the home team.

No duplicate numbers will be allowed.

Except as modified by conference rules and MYSA, all FIFA rules will apply.

Substitutions may occur on a team’s throw-in’s, if the defending team already has players at midfield they may also substitute at the same time.  Both teams may substitute before any goal kick, and before any kick-off’s.  There are no limits on the number of substitutions.  Substitutions may only enter the field from midfield once recognized by the referee.  On thow-ins, the defending team may only substitute if the attacking team is substituting, i.e. no substitutions by defending team alone.

 

Referees: A three referee system will be utilized for all 11v11 and U12 8v8 games, consisting of a referee and two assistant referees.  For U10 8v8 games a single referee may be utilized.  Each team is expected to supply lines people to assist the referee if requested..

Casts

 

No player will be allowed to play wearing any sort of hard or soft cast. 

 

Zero Tolerance

 

MASC will strictly enforce its Zero Tolerance Policy with respect to referees.  As teams play in MASC for development, so MASC is endeavoring to foster referee development.  All referees will be qualified grade 8 at least 15 years old and two years older than the teams being officiated.  A/R’s will be minimum grade 9’s for U14 and younger.  A/R’s for HS divisions will be grade 8. 

Coach’s Code of Ethics

 

All coaches and club officials are expected to follow the Coach’s Code of Ethics as recommended by MYSA. 

Red Cards, Yellow Cards, and Ejections

 

All red cards, yellow cards, and ejections will be reported to the Conference and red card and ejections reported to MYSA.  The conference will keep a log of all cards issued and ejections.  Disciplinary action will be taken as required.  Any coach ejected will be suspended until re-instatement by the conference. 

Referees shall keep the pass cards of all coaches and players ejected, forwarding a complete report and cards to the appropriate authority as directed by the referee coordinator.

 

Player Priority Guidelines 

The players are expected to follow the player priority guidelines.  All teams/clubs are required to follow these guidelines.

Penalties

 

Any team that is not ready to play with-in fifteen minutes of the scheduled game time will have forfeited.  The penalty for forfeit is $100.  A team must have at least one coach with a valid passcard.  Any players must have valid passcards.  The minimum number of players is 7 for 11v11 and 6 for 8v8.

Any team that does not promptly pay penalties will be suspended from further season/tournament play until all fees have been paid. 

Field Usage Principles

 

MASC, clubs, teams, players, parents, and spectators are guests of the facilities at which games are played.   Adherence to a strict Leave no Trace Policy is required.  Everyone should always respect the property on which they play.  Any items brought in, should also be taken out.  This means that no trash is to be left at the fields.  Fields and associated areas should always be left in better condition than upon arrival.

Always remember that use of these fields is a courtesy extended to MASC that can be revoked.  Please be a good guest so as to be welcomed back in the future. 

Pick-up any trash and dispose of it.  It does not matter the source, everyone is responsible to keep the fields and surrounding areas clean.

Leave the dogs home.  They are not allowed at any field.  Coaches are expected to enforce this requirement.

Game Cancellations and Rescheduling

 

Notification of all game schedule changes and cancellation will be posted on the MASC web site, http://www.masoccerconf.org, no later than 9:00AM on the day of a game.  The field coordinator should notify the MASC director, masc@asthomas.com or via the field closure contact number on the contacts page, and Referee Coordinator as early as possible in the event of a field closing by phone and email.  After 9:00AM on the day of the game, the referees shall determine the suitability of a field for play.

It is the responsibility of every team which has not been officially notified of postponement due to unplayability to appear at the scheduled time and place, ready to play, regardless of apparent weather conditions.  In case of doubt, go with your team to the field. 

Notification of Postponement due to Unplayability.  It is the sole responsibility of the Club declaring a field unplayable, once it is satisfied that the declaration is permissible, to notify the MASC Director or Administrator and the coach or manager of each of the involved teams (including all visiting teams) in a timely fashion, having due regard for the need of each of these officials to notify others in their turn.  If a field or fields are declared unplayable at a time when visiting teams are, of necessity, in transit, the club contacts designated on the MASC website shall be included in the notification list.  In this instance, a representative of the hosting club should remain at the field site until the scheduled start time of the next game after the declaration of unplayability has been made to inform those who arrive to play.The two teams involved shall reschedule the game at a field and time mutually acceptable.  Once a field and time have been agreed upon, the home team shall notify the MASC referee coordinator to arrange for suitable referees.  There shall be no time limit for rescheduling a cancelled contest.

It is the responsibility of the visiting clubs to ascertain that contact names listed on the League website are correct, and that telephone, mobile phone and fax numbers, e-mail address and other means of contact are correct, in working order and useful for contact during weekend days.

 

No MASC regularly scheduled games may be rescheduled without the express approval of the MASC Director.  Fields have been provided through the generosity of the participating clubs/teams.  Referees have been scheduled by the MASC referee coordinator.  MASC’s commitments to use these fields and officials must be honored by all participating teams/clubs.  Failure to adhere to this requirement will result in both clubs being immediately removed from further MASC play.

Make-up Games:
No make-ups will be approved that would cause a team to be unable to play in the MASC Tournament or interfere with other legitimate team/player commitments, e.g. MAPLE play-in or MTOC critical games.

Once a make-up game has been posted (approved), it becomes part of the regular schedule.  Teams are obligatged to play these games.  If a team has the minimum number of players to start a game, i.e. 7 for 11v11 and 6 for 8v8, the game will be played.  Make-up games will not be rescheduled and if not played will be scored as a forfeit for one or both teams with fines per MASC By-Laws.

Score Reporting

 

Starting Spring 2009, referees will enter scores via the referee game reporting system. Scores will be posted on the MASC web site.  The scores will be used to insure level play.  MASC may move teams in season to insure that all teams are fairly placed.  Initial seeding will be determined by the MASC Competition Committee utilizing prior season results, coaches’ input and other factors as deemed appropriate.

 

Rules on Ages and Rosters

 

Ages

 

Age eligibility is based on age as of August 1 of the playing year.

Minimum Age

No over age players will be allowed to play on any team.

 

Rosters

 

Each club’s registrar must validate rosters for each team participating in MASC.  The original roster must be submitted to the MASC Registrar in person by the team head or assistant coach at or before the MASC Pre-Season Coach and Team Manager Meeting, generally scheduled 10 days to two weeks prior to the start of the season.  Any valid MassYouth Soccer or associated organization roster form may be used.  Each club/organization is required to keep and make available, on request, copies of birth certificates and medical release forms.  MassTouth roster and medical release forms are available for download from the MASC web site as well as the MassYouth web site.
